ConfigEditor now has an Apply button which allows configuration changes to be applied without closing the dialog. This is a major improvement because the lack of this facility was driving me mad. (I'm still mad but at least my rate of increase of madness has reduced a little.)

Inter-process notifications of configuration changes now work properly.
